About Jay
As the architect, seed investor and leader behind the Pluggin Ecosystem, Jay has pioneered a collaborative digital environment designed to transition social value from passive business compliance into a powerful, automated commercial utility meeting the needs of a £300 billion public procurement community.
Currently, this ecosystem is supporting over £2.1 billion of UK public procurement in England and Wales, seamlessly connecting public buying authorities and their supply chain suppliers, with local objectives and community enterprises who are actively driving measurable, on-the-ground impact targeted under national strategic pillars.
Approaching a milestone 40-year career in 2028, Jay has dedicated the last two decades to designing and refining the socioeconomic mechanisms that empower public authorities to easily target, manage, and verify their supply-chain resources to transform communities.
By modernising and connecting all of the required processes with existing legislation, his work allows public authorities to safely route obliged corporate social re-investments as “organic resources” directly into proven local community programs/services for impact – strengthening regional health, public safety, and economic resilience without drawing on constrained taxpayer revenues, and reducing the demands for and costs of emergency services, criminal justice and health services.

For two decades, Jay’s mission has been to embed a financially self-sustaining, data-driven, free-to-access and publicly led ecosystem into regions so as to facilitate and promote Social Equity through commercial enterprise; realised as the fair distribution of resources and opportunities within any society, within collaborations where true impact is the result of equal outcomes and reaching full potential.
Today, by challenging the way public buying delivers taxpayer social value, and then providing them the solution free from charge, Jay is able to support these multi-billion buying processes to directly reduce the downstream demands on their local public health, criminal justice, and emergency services.
Working with public Chief Financial Officers and business sales and marketing executives, Jay has established the foundations of transparent, community verifiable Taxpayer Return on Investment (TRoI).
